EPA tiers are the emissions standards for non-road and stationary diesel engines — and the single most misunderstood label on a used generator. The headline: emergency standby engines aren’t held to Tier 4 Final — under NSPS Subpart IIII they meet less-stringent emergency-engine standards (typically Tier 2/3 levels) as long as they stay in emergency duty. Everything else about tiers follows from who is held to Tier 4 and who is not. Get this wrong and you buy a generator your air permit will not allow.

The progression is real: Tier 4 Final cuts NOx and particulates roughly 90% vs Tier 3. The cost is also real — diesel particulate filters (DPF) and selective catalytic reduction (SCR) add tens of thousands of dollars, maintenance, diesel exhaust fluid (DEF), and failure modes the older tiers never had.
Under EPA’s stationary rules (NSPS Subpart IIII), emergency standby engines are not held to Tier 4 Final — most comply at Tier 2 or Tier 3 levels depending on size and build year. The logic: standby sets run ~200 hours a year, so their total emissions are small. This is why the used market is full of Tier 2/3 standby sets that are perfectly legal for emergency standby duty.
The trap: the exemption follows the duty, not the machine. Take that Tier 2 standby set and run it prime power, peak shaving, or any non-emergency duty — and it is now a non-emergency engine that needs Tier 4 Final. Buyers get burned here: the price was right because the tier was wrong for the application. Match the tier to the duty, or buy the Tier 4 Final set.
Every engine carries an EPA emissions label stating the tier (or “Emergency Use Only” for exempt standby engines), the model year, and the applicable standards. Read it before you buy. “Emergency Use Only” on the label is the manufacturer telling you the exemption terms — non-emergency operation voids the certification basis. For sellers: photograph the emissions label alongside the nameplate. Tier 4 Final is a selling point for non-emergency applications; the emergency exemption is a selling point for standby buyers. Either way, the label is the proof.
